The Impact of Overseas Chinese Language Media Under Global Changes

In order to encourage overseas Chinese Language media to write about the efforts and contributions of Taiwanese around the world and to serve overseas compatriots, the Overseas Community Affairs Council (hereinafter referred to as “OCAC”) held The Chinese Language Journalism Award for Overseas Media with the core concept of “Focusing on Taiwan and Reporting on Taiwan”.

This year, with the pandemic still intense, we see war and catastrophes impacting the world either directly or indirectly. Under the core concept of "Focusing on Taiwan and Reporting on Taiwan", the main theme of 2022 Chinese Language Journalism Award for Overseas Media has been decided as "The Impact of Overseas Chinese Language Media Under Global Changes" to applaud overseas Chinese Language media that stayed firm in their roles of reporting the truth. It is also hoped that with this Award, those who have voluntarily contributed to the media industry could carry the honor and shed more light to social media too.

Key Dates

1. Window for entries: From Wednesday, June 1, 2022 to Sunday, July 31, 2022 (local time in Taiwan).
2. Finalist Announcement: By Wednesday, August 25, 2022 (local time in Taiwan).
3. Award Ceremony: Wednesday, October 12, 2022 (local time in Taiwan), subject to change brought by the COVID-19 pandemic.

Qualifications

Overseas Chinese language media, including newspapers, news agencies, magazines, professional news websites, radio stations, television stations, self-media, and Chinese language departments of international media organizations, which broadcast their works in Chinese characters, broadcast, and audio-visual formats.

Entries Details

  1. Print/Internet Reporting:
    • Entries must be self-produced in Chinese and published on media platforms outside of the Republic of China between August 1, 2021 and July 31, 2022, and must not be rewritten or republished work from the past.
    • Written entries must be published in print or by online platforms.
    • The name of the entry should match the content of the entry.
    • Entries must be guaranteed by the entrant that the content and photos are copyrighted and do not infringe on the copyright of others or violate relevant laws and regulations.
    • For the above awards, each entrant may submit at most 3 different entries for each award.
  2. Broadcast Reporting:
    • The entry must be a Chinese-language self-produced broadcast published between August 1, 2021 and July 31, 2022. Entries must be published on a media platform outside of the Republic of China. They may not adapt or remake previous works with alterations.
    • Entries must be in broadcast or webcast form. This includes podcasting.
    • The name of the entry should match the content of the entry.
    • For the above awards, each entrant may submit at most 3 different entries for each award.
  3. TV/Video Reporting:
    • Entries must be original work for TV or the Internet published between August 1, 2021 and July 31, 2022. They must be published by media platforms outside of the Republic of China. No rebroadcasts or remakes of previous works with alterations are allowed.
    • The entries shall be broadcast in the form of TV or Internet programs.
    • The name and content of the entry should be consistent.
    • The length of the entry should be no longer than 60 minutes.
    • If the entry is a series of programs, a maximum of 3 episodes may be submitted.
    • For this award, each participant should submit no more than 3 entries.
  4. Special Award: Special Award for OCAC News Correspondents
    • Entrants must own the OCAC News Correspondents qualifications (before July 31, 2022).
    • Entries submitted must be produced between August 1, 2021 and July 31, 2022. Original works with photos and videos for print journalism must have been published by our e-newsletter. No re-writing is allowed.
    • The name and content of the entry should match.
    • Each entrant may submit only one entry.

Entries Submission

All entries should be submitted online. The submission process is as follows:
  • Step 1:
    Fill out the online Google document from the Award's official website.
    (*The Google document includes information of applicant's name, telephone number, email address; as well as the category of awards, Chinese introduction to the entry, link to the entry, etc.)
  • Step 2:
    Download and fill out the "Letter of Consent for Authorization of Submission" WORD file. Attach the signed Consent and submission form in PDF format to the Google document and submit altogether.
    (*The submission form must be signed by the media company (or department) of service. Freelance media applicants must submit a photocopy of the passport held by the individual.)



  • Remarks:
    1. Those who are applying for the "Print/Internet Reporting" category, if the report is published in print media, please attach the text file and the scanned image file (jpg.) when submitting. If the report is published in digital media, please attach the text file, the report URL and the screenshot of the report in image file (jpg) when submitting.
    2. Applicants for the category of "Broadcast Reporting" and "TV/Video Reporting" should upload the mp3 or mp4 file onto YouTube in advance and allow public view, then copy the YouTube URL onto the Google document when submitting.
    3. Applicants for the "Special Award" only need to fill in the Google document in Chinese and attach the URL of your entry. Letter of Consent for Authorization of Submission is not needed.

Prize

  1. For each category, the finalists selected in the preliminary round shall be given a certificate; each winner selected in the final round shall be awarded a trophy and a cash prize of NT75,000 (approximately USD2,500). For the “Special Award" category, the finalists selected in the preliminary round shall be given a certificate; the winner selected in the final round shall be awarded an OCAC customized medal.
  2. A newly added "Popularity Award" will be voted by OCAC Honorary Advisor among finalists selected in the preliminary round for the Special Award. The winner shall be awarded a medal.
  3. If no entry for each category award meets the judging criteria, the award shall not be presented.
  4. The result of the Award's preliminary round will be announced on August 25. Finalists will be invited to participate in the "Finalists Trip to Taiwan" from October 9 to October 12, 2022, as well as the Award Ceremony on October 12. Itinerary of the trip and details of the Award Ceremony will be notified separately.

Legal Details

  1. According to the income tax law of the R.O.C., if the amount of the prize exceeds NT1,000 (calculated on an annual basis), the recipient of the prize must complete the prize declaration and provide the relevant identification documents, and the prize must be included in his or her personal income in the annual tax return.
  2. For non-R.O.C nationals residing outside of the R.O.C., the organizer shall pose a 20% withheld winning tax rate on their prize regardless of the amount.
  3. The prize money received by overseas winners shall be paid in U.S. dollars, subject to the exchange rate on the date of remittance. A copy of the identity document (passport) shall be provided in accordance with the regulations.
  4. The handling fees and other expenses arising from bank remittances within Taiwan shall be deducted from the prize money by the organizer.
  5. The winner shall be considered forfeiting the right to win the prize should there be any inconsistency or incompleteness to the personal information provided, or refusal to comply with withheld winning tax regulations.
  6. The entrant shall be responsible for the loss of the prize for any reason that cannot be attributed to the organizer, such as damage during the mailing or remittance process as well as late or wrong or missing delivery due to incorrect personal information provided. The organizer will not resend the prize.
  7. In accordance with the provisions of the Personal Data Protection Law, the winner agrees to authorize the organizer to collect, computerize and make use of their personal data related to the winning prize within the scope of the event, but not for other purposes, and authorizes the organizer to publicly announce the name of the winner.
  8. After finalists are announced, they are required to provide photos and a one-minute video of their acceptance speech for the award ceremony.

Note

  1. Entries previously submitted to The Chinese Language Journalism Award for Overseas Media (2020) are not eligible for re-entry.
  2. Each entry shall be limited to one award and shall not be entered across awards.
  3. Entries entered in the Awards shall agree to grant the organizer and relevant third parties the right to use the entries in public, both domestically and internationally, without compensation, on a permanent basis from the date of announcement of the finalists.
  4. The digital version of the finalist certificate shall only be sent after obtaining the authorization letter of the finalist.
  5. If the entry is involved in any violation to the relevant regulations, the certificate, trophy and cash prize will be revoked and recovered.
  6. Any plagiarism or copying of other’s works, pornography, violence, slander, personal attacks, religious issues, political issues or indecent works, infringement of others’ privacy or obstruction of social decency and public order are prohibited.
  7. Entrants must have full copyright and not infringe on the intellectual property rights of others. If music or pictures of a third party is used, the entrant should make sure that legal authorization is obtained and declared. If any third-party entity objects to the legality of the work (e.g., portrait rights, copyright, etc.) and it is found to be true, the organizer will not only disqualify the winner of the prize and recover the prize and the prize money, but also hold the participant responsible for any legal liability for violation of copyright. The entrant shall bear all losses incurred by the organizer.
  8. The copyright of all submitted works belongs to the creator, but the organizer may use the relevant creative elements for marketing purposes. The entrant agrees that the copyright (including and not limited to the exclusive right to reproduce, publicly dictate, broadcast, screen, perform, display, adapt, edit, lease, etc.) of the submitted work shall be deemed to be fully transferred to the organizer upon the confirmation of the award. The organizer shall have the right to make use of the work in any way (including authorizing to any third party).
  9. For non-awarded works, the organizer only retains the right to promote and market the event for non-commercial purposes. If there is a need for direct and complete use in the future, the organizer will negotiate with the creator separately for the basic fee to obtain the necessary rights.
  10. Winners will be announced on the event website and notified by e-mail within one week of the announcement, including the signing of the consent form for the use of portrait rights and the consent form for the license and transfer of copyright. If the winner does not send required relevant information within two weeks of the announcement, the winner will be deemed to have forfeited the right to win the award.
  11. The organizer has the right to cancel, terminate, postpone, modify the content of the event, change the content of the award, or suspend the event. Other matters not yet completed may be revised and supplemented at any time and shall be in accordance with the relevant regulations of the organizer.
